O2 sensor testing - new one seems to be faulty - what might I be doing wrong?

If you accidently shorted the sensor wire to ground while installing it you may
have damaged the sensor. Once you have installed the sensor in it's thread you
must not let the wire touch ground or it's shorted out. The voltage measured on the sensor is much too low to me for the sensor to be working. The voltage should oscillate. Are you grounding your meter to the engine? Also be sure your meter is a very high impedance meter, something around 20meg ohm for the input impedance is good.
