Power steering noise

my steering wheel has always moaned a bit when turning it while my car is going very slowly. it even makes it when the car is standing still and i turn the wheel to one side about 30 degrees and hold it. that's just the pump/motor/whatever working. if it's a REALLY loud moaning, then i'd be concerned.
