Sounds like a loose belt like taz says or it may be your power steering pump. Check the belt first. Spray some wd 40 on the belt and if it quiets down you've found your problem. If your p/s pump is making the noise try dumping some motor oil on the bearing. I think a thicker oil like gear oil will last longer. I have to keep dumping oil on my p/s bearing to keep it quiet. Use a tube or a drinking straw to dump oil on it.
