I'd have to agree. Most blocks will successfully bore to B21 size (92mm) but asking them to go from 89 mm (original size) all the way to 96mm is too much. Plus - you would have to get a special headgasket made.
Instead, let me suggest the following:
1) B21 pistons in 92mm size - tried and true - a small percentage of blocks might have casting flaws that will come to light, however. This will produce around another 200cc of displacement.
2) If you need more - KgTrimning.com (and others?) sell stroker cranks that take the stroke from 80mm to 86mm - this will add about another 200cc of displacement.
All resulting in nearly a 2.4 liter B20 block engine. Gobs o' torque. But you'll need serious head work and a big cam to get it to rev. As well as bigger carbs and a big exhaust.
