It's an old railroad term for temporary track laid to get around a wreck.

In 240 (others?) term is it a wire to get around a messed up wire.

The difference is that in the Volvo situation the old wrecked wire is isolated from the regular connections, and the shoo-fly becomes permanent.

Unfortunately I don't have a picture of either variety.
