The only thing I can pick up is NPR! 700

Yep, get that multimetre out. Check for 12V with ignition off between ground and always-hot and then switch ignition and radio on and check again for 12V on hot with radio and ground. If you have that, then the relay is gone. Unless of course you can actually here the motor but the antenna is not going up. This might be difficult to hear in a sedan so have the wife or friend help you. A replacement mast is not difficult or sometimes a bit of lubrication might do the trick.
