Turbo Boost Problem? 700 1989

I pulled the hoses and there is some oil present. I had seen it in the past as well. The FAQ says it's 'normal' but I think I have a turbo problem. I checked the play in the turbo's shaft. It's not terrible and spins OK but definitely some play. I'm not sure it's less than 1/16th...either right at that mark or a bit more. I think it's time for a rebuild. I went looking for kits. Anyone know who has a good kit? I believe I have Mistubishi TD05 Turbo.

Also, I cleaned the throttle body today. It was all gunked up. Looks better but now the engine surges coming down from a rev. Any ideas?
