Passed emissions - barely! 700 1987

In Ontario the limit for NO is 878 ppm.
First test on my 1991 740 got a reading of 2454. Bad.
Put on a new Catalytic Converter and on a re-test blew 864. Pass, but not great.
This is the second time in 2 years that I have had to replace the cat'. The "Genuine Volvo" part is now apparently of a lesser quality. I'm figuring on a new cat every 2 years just to stay on the road.
