I have always checked toe-in using my home-made jig. Itis just a length of sturdy wood, 2"X3" section, with vertical planks fixed on at each end up to mid-rim height. Then a pair of picture eyes to hold a 6" nail, flat towards the wheel rim.
Stop car in forwards direction, not too much braking. Jack each wheel in turn and test for run-out - if any, turn so that it is at the top eliminate the error. Set up at rear of wheels, move nails in to touch rim, mark with splashes of typing correction fluid.
Withdraw, set up again in front, and compare positions of nails.
Adjust if necessary, re-check.
It has always worked well for me. I have never trusted a garage to use the right dimensions or to take the precaution of checking the run-out first.
