O2 sensor ? AMM or ECU bad ?

I get voltage readings when checking an O2 sensor with a digital multimeter barely any movement on when using an analog ( needle type on a 1v scale ) . Is this normal ? If the adusting AMM idle mixture screw does not affect CO , could my AMM or ECU have gone bad ? I am in real nedd of some troubleshotting help - thanks

(Unfortunately all I have is a Haynes manual)
