I know on my 89 my fuel pump is really really quite and doesnt get warm when its on i thought it was dead once while touching it, i ran one of my other volvos out of gas once and it took a good 2 minutes of cranking to feed the system back up so if its trying to start try holding the starter in for about 2 min ( make sure to have a battery as a backup in case yours goes dead ) and it might just start.
