What's the ambient temperature when you have this problem? Is it really cold outside? Maybe the ECT sensor is faulty or damaged and reporting the wrong temp to the ECU (causing a lean condition at start-up in cold weather, etc.).
If I remember correctly the ECT/ECU defaults to 32f on cold start when a faulty signal (or no signal at all) is detected. If it was you might see the problem your seeing, and forcing fuel into the engine with the gas pedal might be the solution. You would probably also see a problem at full operating temperature (start running pretty lean/hot, etc.).
