Shouldn't be any water getting in there. But like you said, the foam probably will seep some when hit with a direct spray. Not a normal situation for it really, but there shouldn't be any significant moisture in the trunk.
A new taillight seal is cheap and installation requires just 4 10mm nuts to be removed. Very easy job.
