If it is mostly carbon, not juicy with oil or coolant, it is flaky and brittle, like the perfect pie crust. I've had some luck holding a vacuum cleaner near and gently cracking it with a wooden hammer handle to get the bulk of it out of a car never run past 3 grand.
On the other hand, if it is oily, be very wary of sucking flammable vapors into a brush motor vacuum cleaner. Edit: Carbon dust into the vacuum is probably an even worse idea -- maybe I'm lucky to be alive.
