I just went through this on my 82 wagon. Got my car back today. The in tank pump had infact started to fail. It was still "whirring" but wasn't doing it's job to keep the main pump supplied with fuel. It's nice and quiet again today. You could probably drive the car on the main pump for a little while, but it does over stress that pump. In my opinion the sooner you deal with the heart of the problem the less it will cost you in the long run. One pump is always cheaper than two. The whole job cost me $200 canadian, which is like $120 US. Good luck.
