Matt--A two-part marine epoxy such as West System will reattach window latches to glass. I stuck the rearview mirror/fuzzy dice hanger back onto the windshield of my mother's '79 Nova with it and ten years later it was one of the few parts still attached to the car. Though I haven't tried it, for a deluxe bond you could probably abrade the area where the latch will be fixed with 320 grit wet-or-dry; the heavy wiper abrasions on my windshield tell me this should not cause the tempered glass to fail...
