Heat Issues 700

Gents:

Here is my problem. While 'warming' my Volvo 760 up, the heater won't blow warm air regardless of how long it runs. However, once I reach interstate speeds, it gets warm....however, once in city traffic, the heat becomes cool again. HELP!!!!!!!!!!!!!
