You were right about the insulation under the carpet. Trying to wrestle a soaked section out of the driver's footwell sure made it appear it was one piece over the tunnel. I cut it with a box knife just below the console's side mounting bolt to find it only extended up another 4 inches.

Of course I won't cut the passenger's side.
