The fresh air intake in front of the windshield has drain hoses on each side that drain into the front part of the rockerpanels. Consequently if the rockerpanels can't drain properly they overflow into the front and rear foot wells. Put water with ahose into the air intake and you should immediately see it drain out of the rockerpanel drain holes . If not, clear the drainholes.
