I agree with Kenric. If the lower guide pin on the right side is siezed, then the left side would come on first (because it's working properly) while the right side is being held back by the guide pin. As you apply more pressure, it becomes enough to push the top half of the pad against the disk and allow the some stopping power on the right wheel. If this is what it is, then it's an easy fix.
