If you're certain that all bulbs are in good shape, then it sounds like you've got a bad ground in the light. Remove and clean the ground wire connections and see if that improves things. If not, try cleaning up both brake light sockets with a small wire brush or fine sandpaper, and replace both bulbs.
Sometimes 2 different brands of bulbs will have enough difference to turn on the light.
