Surging idle but only when I press the brake pedal

Sounds like you found your problem. Just for the fun of it (fun?) you might try disconnecting the hose at either the check valve or the intake, and suck on it until you pull the booster diaphragm forward as far as you can. Then put your tongue on the end of the hose and see how long the booster holds a vacuum.

The older models, like 140's, would sometimes start to leak through the seal on the front rod. It was a fairly inexpensive fix, but I don't know if you would be so lucky.
