Rust 200 1983

Wagon 83.Registration time.Rust just behind rear passenger side door forward of rear wheel up on the sill.Seems to be rusting from the inside out. Paint blistering,metal seems thin.Any cheap remedy or will I have to go for an expensive weld job? How come they rust in this section?(I saw another 83 with same prob).God bless everyone in these troubled times.
