not heating 700

I have a '90 GL which does not warn up very well.
As compared to my '89 T the heater does not warm up the cabin nearly as well.
Is this the sign of a bad Thermostat?
It sound clear to me that it is but I've fixed many things that don't need it, so I'm checking.
