hesitation under acceleration 700

'87 740 Turbo sedan, manual transmission

While accelerating in 2nd gear I am finding that I get a bit of hesitation (also find it in 4th gear while not using boost). I am no where near the boost (so I am figuring it is not turbo lag) but I am finding it to feel as though there is a bit of water in the gas (this may be the case). I am hesitant to add gas line antifreeze since I am currently running through a tank of high octane with injector cleaner (I don't like to get too many chemicals mixing and running through the engine at one time).

I just had the plugs checked and they all looked okay.

Where, on the boost gauge, can you expect to feel a bit of hesitation due to the lag? If you were to sit in this position would it feel as though the turbo was kicking in/out repeatedly (as the waste gate has a hard time deciding to open/close)?

Any ideas?
