idle problems? 700

I have a 89' 740 turbo. I installed a b230ft from a 91' 740 turbo last summer.
I know i am in need of a tune up and plan on doing it with in the next week.
My question is, my car idles at around 1100 rps. I have read that 750 or so is normal. At start up the car idles high (1100-1200), also after i come to a complete stop it is ideling at these higher numbers. If i tap the gas pedel and let it pop up the idle drops to around the 750 rpm mark. is this normal? if not should a tune up fix the problem? or should i be lookin elsewhere? thanks for all or any help
