Turn signal causing electrical problems. 200 1984

on some of the early lhjet cars, i think midyear 82 there was a ground wire for the control unit on the steering column, you can see it if you take the top half of plastic above the turn signal switch, i cant remember if 84s have the same location. when its loose, your car will not run.actually reach in and try to wiggle it.
