We now know that R12 has little or nothing to do with the Ozone layer. A Cl atom can be combined with an O atom in the lab but there is no evidence that this has ever happened in the atmosphere to the extent that it affects the ozone layer. Do you know that R12 gas is actually heavier than air and cannot rise into the atmosphere? If you do some research ignoring the greeny propaganda and official government positions it is easily discovered that the switch to R134 was prompted by an expiring R12 patent license held by Dupont. They wanted r12 replaced and worked hard to develop the myth about the Ozone layer and freon. They convinced a certain up and coming senator from Tennessee who liked to take PC environmentalist stances to sponsor the legislation.
BTW on a given system R12 is more efficient than r134.
