Yes, you'll need to pull the shole cluster. The problem is a broken gear, but I'm not certain that the gear is the same one that breaks in the later model electronic speedometers.
You can get in touch with Overseas Speedometer (www.speedometer.com) or Kaplan
(http://members.ispwest.com/jkcaplan/gearwebpage/gear.html) to find out what you'll need to fix it. Another cluster from a junkyard will probably yield a good part as well. Any up to 85 240.
