It opens fine with the central locking. Here is the trick:
Before you open the locks with the central locking, make sure the opening lever on the tailgate is pushed all the way back. Same goes for when you lock. This way it will work fine, for me this is no problem as I have remote central locking and so if I find that the car is unlocked but the tailgate still locked, then I just push that lever back and then lock and unlock and Bob's your uncle. To fix this, remove the interior tailgate panel (be careful, do it wrong and you will brake it. You need to remove the trim around the interior door handle [the frame will brake, buy one from Volvo new, only costs a few dollars] and then the four clips at the bottom. Then carefully push it upwards [or forwards with the tailgate open] and unplug the plug for the third brake light if you have one.) Now, get a can of WD40 and spray the lock on the inside generously and operate the lever, spray some more and then some more. Make sure the mechanism is completely unfrozen and smooth. The exterior lever should always return itself to the resting position as far back as possible. Try locking and unlocking and make sure it all works and then reinstall the tailgate panel.
