Hmmm not sure, for the record I can turn mine (B230F '89) by grabbing the crank pulley with all belts in place (and of course plugs), and turn it all around WITH MY HANDS. Yes, at times it gets tighter (camshaft - valve springs).

It should not be too hard to turn. Maybe it was low on oil and partially siezed.
