740 will not start 700 1990

I should have stated before that I already replaced the FI relay with a new one and swapped the rf relay with the relay for the fan just like the faq said to.The fuel pump will not run unless I ground the 86/2 terminal on the relay board.What is supposed to switch the relay when you turn the key? Is the ecu not switching the relay or is something else not working?Thanks for any info.
