tail light question (most likely, dumb) 700

I was actually thinking about this myself last week. I have an 89' 740 turbo, my rear fogs and brake lights share the same bulb the upper red lenses dont do anything on my car. maybe they did something diffrent in 89 and 90 would anyone know if i can move the rear fog lights up to here?
