I think on the 90's the relay is mounted on the passenger's side strut tower. Two identical relays- black cases about 1"x 1.5" x 1.5". As a quick test just swap one for the other and see if that solves the problem. No matter what I would resolder both of them as a preventative measure (I believe the second one is for the electric fan). Might as well do the fuel pump relay under the ashtray as well as the overdrive relay in the same tray.
