Workin the bugs out after an engine swap 200 1978

You've got it backwards; the fuel pump relay is operated by ignition pulses: no spark=no fuel.
There's no hall effect sensor, just a coil which sometimes goes open.
It should measure ~1K ohm between pin 7 and pin 31d on the plug for the ignition box.

A couple of things to check:
Is the distributor turning? the belt might be broken.
Are the reluctor prongs in the distributor bent? There are 4 fixed and 4 rotating.
