9 times out of 10 a problem like that whenever I've had mystery no-starts has been traced directly to dirty/corroded/loose battery terminals. Did you wire-brush the car's terminals to death before installing a new battery? Tighten the terminals up real good? Check the main underhood fuses for the ignition/starter?
