A few suggestions, which may or may not be the cause. A couple hundred thousand miles of Volvo diesel driving worth of troubleshooting:
Crack an injector line and see if it's shooting fuel. WATCH OUT: If it is, the pressure is very high. Keep hands, eyes, etc., out of the way. You might want to catch the fuel with a rag or something... obvious precautions apply.
Check the injection pump drive belt.
If these things are inconclusive, check the fuel filter. Take it off and see if it's full to the top. If not, the pump is losing it's prime and sucking air.
I suspect air is getting into the system somewhere and causing the pump not to prime itself. If it is warm out, it should still start without the glow plugs.
