The wiper pumps can be jammed especially by old dried wiper fluid, if you use that. The pump can be removed and the bottom plate unscrewed (four tiny screws). That will expose the pump gears and you can free them up and clean out the area. Might restore the pump. If not, every 240 in a salvage yard has a pump. I would not want to go to the dealer without first trying to repair the pump, and then trying to find one in the junk yard.
