Rubber plug S90-V90 1997

Do you really have to remove the plug? I accidentally removed the plug and am worried it might be a water barrier or something. I haven't installed the lights yet, but it looks like there's no clearance behind the fender mounting hole unless the the plug is removed or the light fixture is supposed to poke through a cutout in the plug.
