The sensor at the right hand side of the radiator is a switch which turns the electric cooling fan on directly, or by the relay which you can't find one your car. Volvo installed the cooling fan realy starting in the 1988 model year.

The switch (you called it a sensor) should not have continuity at normal operating temperature. I don't remember the temperature for the switch to close, but your car will have to be above normal operating temperature for the fan to run.
