what angle to look at timing marks 700 1987

I just checked my timing this evening on my 740 gle for the first time. I have not set timing on a car for a long time - since my 1970 vw bug many years ago. I was not sure what angle to look at the timing marks from. If i look straight down at a 90 degree angle to the ground my marks looked to be correct at 12 degrees. However, it seemed to make more sense to look at the marks looking straight along the radius of the pulley - lining up the marks with the center of the pulley bolt. If this second way is the correct way, then my timing is more like at 16 degrees.
