1) I always open the windows on the same side the same amount for highway drives. Seems to get good airflow and not too much blasting in the side of the head. Just one front or back window usually causes annoying booming noises for the person on the other side.

2) You have to be way too close for it to do any good. It works for NASCAR drivers because they're going much faster and they can generally count on the guy ahead to drive the same as them. You'd have to be less than a car length away to get any benefit... unsafe on any highway I've ever been on. Not to mention, a truck driver won't be able to see you if you're that close behind him.
