Had similar with my B200E injection for last 3 years.
Seems to do it mostly when car is just off being hot or optimum temp.
Turning it over seems like theres no spark or fuel getting thru.
Volvo tech, took me to one side at dealers & said that I wasn't alone with this problem, and that when it happens to only try starting in shorter bursts, because every time ignition key is returned to entry point and restarting again, the auto choke resets, and this can be reason for over fuelling injectors onto spark plugs and causes flooding.
Mine used to do this and on subsequent 2nd or 3rd bursts I would floor accellorator and wait for engine to fire on 1 plug and then 2 and so on (or starting like old deisels 20-30 years ago - slowly!)
Found best remedy for doing away with this messing about was to change spark plugs for NGK, which irradicated most of these slow start sessions.
