Quick fix 900

I doubt you'll get anything to stick to the greasy rubber.
Maybe if it's cleaned with rubbing alcohol, then glued with red RTV, and held with tape while it's curing. Seems hardly worth it. The outers are only $10 and a boot for the rack is likewise only under $20.
If you're careful about unscrewing the outer, you can do this with almost no effect on the alignment, though it's always recommended to get one if the front end has been worked on.
