My '98 S90 went through four pairs of front and two pairs of rear rotors in 50K miles. One set of rear pads lasted only 4500 miles. It was always a battle with the dealer to replace the rotors under warranty since they are considered "consumable". The car was not driven hard or abused. Having owned Volvos since 1968 I can tell you that their brakes do indeed need TLC. Once the car was out of warranty I got rid of those crappy factory pads and never had any more brake problems. Too bad I couldn't have fixed the rest of the car.
