testing throttle position sensor

Hello board,
Im using an ohmeter, measuring continuity between terminal 2 and 19(or is it 18) on the tps. The manual says that there should be continuity at closed throttle and an open circuit at all other positions. Im getting continuity in all throttle postions. Is the tps toast? Or what?

I eagerly await all input.
