Look at the big plastic air induction hose that goes from the air mass meter (AMM) to the intake manifold. On 740's this air hose can fold up and restrict air flow, almost completely blocking it off. When you shut off the engine, it takes away vacuum for a second, allowing the hose to regain its normal shape. So it clears the problem.
It is also possible that you have a problem with the AMM itself- inspect the connections to the AMM in both the wiring plug and the AMM unit. If any pins are bent or too wide open, bend them back into shape. Make certain the plug is fully connected.
