No, the roll of the O2 sensor is to make very fine adjustments of the mixture to keep emissions low and keep engine at max efficiency. To do its job the mixture must be in the ballpark to begin with. It will not affect idle speed. Idle speed is controlled by the fuel computer via the idle air motor.
