You are holding the throttle wide open aren't you? Also, with hydraulic lifters you'll need oil pressure to pump the lifters up. Crank the engine until the oil light goes out (ignition disabled or all the plugs out) then with the throttle wide open take your readings.

Putting a little oil in the cylinder, as suggested, will help the rings seal on a cold engine.
