I have the Volvo Service Manual Wiring Diagrams for the 1985 240.

There is no fuse in the circuit for high or low beams. The low beam circuit supplies power to fuse #14, which then enables the rear fog lights, if you turn on the fog light switch.

Only the low beams route through the bulb failure warning system relay (aka BFWS relay). Foster is right - the relay is a suspect.

The stepping relay is also suspect, as is the headlight switch, too. If you get only high beams and only when pulling the stalk as when doing a headlight flash, the system is acting as if the headlight switch is not on at all.

The Wiring Diagram book is very good. Call Ken Cook Publishing at 1-800-25-VOLVO and ask what for availability and price. Last I heard, you could talk to a human rather than a @#$#$ computer.
